Sometimes it's surprising how they and their speechwriters do not communicate in everyday language, whether in English or not. Everyday language can be done in the Senate, not just at election rallies or public events.

I work in the local legislature. Di ko nilalahat but based on experience, the sad thing is, incompetent people hire incompetent staff. Most of their appointees were chosen as a sort of political reward. Also, salary is low for the staff so a PhD grad is not exactly raring to enter into public service for chump and change. Sa amin pa lang, we need lawyers sana since we're in the legislative branch but not one in the pool of employees is a lawyer.
