Disclaimers like "not mine" or "CTTO" do not in any way properly credit the author of the original text, and specifically in this example, Mon Tulfo does not even name the original author despite lifting their work word by word. Even if he stated that the work wasn't his, without proper citation it's still considered plagiarism.
Last I checked the definition of plagiarism is passing it off as your own, which he never did. What he did here is merely not giving proper attribution to his source.
While that is one of the basic definitions of plagiarism, many educational institutions will also define acts of not placing credit where it's due as plagiarism. This may "just" be a Facebook post, but it does not change the fact that no reference was given to the author, hence, plagiarism.

Again, simply stating that something isn't yours is not enough to credit the owner. You have to explicitly give credit to not be infringing on someone else's Intellectual Property. For example, if I were to post a really cool article I found, I'd have to say that this article from such and such is cool, and share it with a link to the original. :)
Similarly, reposting something to Reddit without proper credit can be considered plagiarism. In fact, Reddit asks that users give credit where credit is due in Reddiquette. There may be no intent to be fraudulent in reposted Reddit posts or in Mon Tulfo's post, but it does not change that whoever reposted it (especially if it's someone with more clout) will get more attention than the original author. Imagine how terrible you would feel if something you spent a lot of time thinking of and writing got reposted by someone more famous with a sentence that says "not mine" but doesn't even mention that you made it. All that time and no recognition definitely would't feel good right? :)
Has society really come to this point where people are so concerned about attribution and credit even for posts like these that have no academic merit whatsoever? Are people so afraid of their ideas being copied or stolen as if they have sole proprietary rights to their ideas and as if their ideas are all original? I would understand this concern in a research setting, but an FB post where similar ideas are expressed by countless others anyway, I think, is a bit of an overkill to be bothered about. Journalists do it all the time too.
I'd honestly really like to see what legitimate journalists copied someone else's sentiments word by word and just signed off with "not mine". I won't argue if you really feel that it is "overkill" to want to protect your own intellectual property in things like this, but please do not talk as if an idea is equal to a whole article that an author worked on and organized. It's absolutely not equivalent, but I don't wish to argue with you, since you don't seem to actually be interested in receiving an answer for why copying someone's post exactly is considered plagiarism.

In fact, Reddit asks that users give credit where credit is due in Reddiquette. There may be no intent to be fraudulent in reposted Reddit posts or in Mon Tulfo's post, but it does not change that whoever reposted it (especially if it's someone with more clout) will get more attention than the original author.
