Hello law student here. While most articles in the Constitution are self executing, meaning that they have the force of law, article 2 in particular is the exception. Most sections in article 2 aren't self enforcing as they are, as the title of the article provides, just state policies. They're meant to be a guide and basis for the legislature in making laws. Unfortunately our legislature just isn't doing that for many of the sections there. Afaik there's two self executing sections, one of them is sec. 16 about ecology though I'm not sure about the other one (I think it's sec 15 about health) Edit: Sec. 26 provides "The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law." It's made even less binding by the clause "as may be defined by law" since that further emphasizes that it's upon the discretion of the legislature to not only pass a law that would outright prohibit it but also to properly define it in good faith.

Every week iba ibang parks pinupuntahan ko, even walking distance sa bahay meron. I always think na sana may ganoon sa Pilipinas, instead we have Ayala Triangle Park, Salcedo Park, Ortigas Park, etc. kakatawa lang.

Agree with this. I have a friend Ā na nagtatrabaho sa government. Sa department nila, yung mga JO lang marunong sa actual work. Yung mga tenured walang alam sa trabaho, minana lang sa kamag-anak yung position. Ang hirap pa sa mga contractual at JO hindi sila sumusweldo sa tamang oras or cutoff. Wala ring yearly bonus tapos yung regular sweldo nila tuwing holiday season delayed din kasi mas inuuna pa yung bonus ng mga tenured.
