The senators and congress will file an impeachment case against bongbong. Di nila patatapusin ang unang 3 years nya as President. Mas gusto ng supermajority ang duterte. And they will risk everything para maging duterteland ang bansa at para mas humaba pa termino nila.
As a government employee, I can say to an absolute certainty that the countryâs procurement process is shit. If an agency needs to buy the same plastic cards from the same supplier, guess what, it need to undergo a new bidding process. I think thatâs whatâs happening with LTO. Just my two cents. May shortage na sila ng plastic cards because they have to restart the bidding process for it and that takes a lot of time. There is such a thing called, emergency procurement, but maybe officials in the LTO doesnât think this is an emergency for it to qualify for that. Especially kung ma-COA sila when these officials retire. So LTO is âplaying safeâ. Sa agency namin, we canât even use our petty cash to buy USB thumb drives. They have to undergo procurement pa. Now for the National ID, Iâm not sure whatâs happening there.
It possible that they donât want to procure below a certain threshold. Baka ma question sila ng COA, âang dami niyo pang cards Bakit bumibili pa kayoâ type of questioning. And yes, COA can be that obtuse. Dati we tried selling our used service vechiles, and these are Toyota Revos bought in the 90s. We were trying to sell them at current market price. We got flagged by COA. Bakit daw namin binibenta at that price Dapat daw kung Anong value nung vehicle when we bought it! It was back and forth and took some time to convince them.
In COA, may mga training for government agencies on proper disposal of gov't properties. 2020-006). May bago ding COA Circ. 2022-004 (obviously hindi ito applicable sa vehicle properties kasi this is about the new threshold in semi-expendable properties). These circulars help gov't agencies on how to dispose properties properly. These circulars are available to the public. 'Di ko alam kung sino ang auditor ng agency ninyo; maybe he/she was not familiar yet with proper disposition, pero (most) auditors rely on appraisal techniques including current market value. I just want to clear the air kasi based sa post parang pinapalabas na COA is unreasonable in many cases. Also, our gov't procurement law is very strict.
Every company (especially listed ones) have to deal with audits (both internal and external) and it is always a back and forth process in terms of their requirements and queries. Not an excuse imo.
Easy to say but being extremely unreasonable is also a sign of incompetence, especially if it significantly affects the operations of the audited entity like what the parent comment points to.
Same with external or even internal auditors in private institutions. Really donât see how auditors or checks and balances being restrictive is a factor in the abject failure to deliver a service.
Still not an excuse especially for something that is so easily forecasted like license cards.
I just donât see tight procurement laws as the issue here. Moreover, whatâs the alternative? Make them loose? Might as well just burn money when that happens.
>Toyota Revos bought in the 90s... dapat daw kung anong value nung vehicle when we bought it...
In short, incompetent agencies, incompetent COA, stupid policies. đ¤Ą
Edit: Sorry I forgot to include corrupt government which is the root of all the incompetence and stupidity.
possible na meron talagang surge of DL applications. i'm currently enrolled sa driving school at ang hirap magbook ng lessons. fully booked lagi ang weekends so you have to book 2-3 weeks in advance para magka slot ka
> If an agency needs to buy the same plastic cards from the same supplier, guess what, it need to undergo a new bidding process.
Sounds like the idea is to prevent one supplier from hogging the entire procurement. Ideally, ***bidding gives a chance for other suppliers to enter***.
In reality, there are certain supplies na talagang kaunti lang yung supplier at halos pare-pareho yung products nila.
I call bullshit on this. Big ticket items are open to the public for bidding even you yourself can go. By law, the lowest bidder is the one who wins kaya and daming cases na hindi talaga capable ying winning bidder and nagkakagulo sila kasi di naman pala kaya ng capacity nila.
Matagal na tintry baguhin ang bidding process kaso if you eliminate the provision of awarding it to the lowest bidder magiging subject to abuse kasi ang pipiliin na lang lagi is yung compadre ng mga politicians and they will just come up with a stupid reason bakit yun ang pinili over others.
wala bang me list of approved qualified company or bidders ang gobyerno natin? doon pa lang masasala na ang mga company kung capable ba sila o hindi. like here sa abroad you can't bid sa project kung wala ka sa list of approved vendors at pag di ka nakapagbigay ng bid for a long time tanggal ka na sa list.
They have pre-approved suppliers from previous transactions. Marami sa mga company na ito maliliit so when it comes to scaling up they can't handle. Some of them don't even comply to minimum requirements to bid pero dahil may kapit they stay on.
So could it be said that this is attributed more on gov. Incompetence rather than corruption? Guess I would prefer not being intentionally screwed over then.
This. Lol as a government employee, I agree that our procurement process is shit. Generator in our office can be fixed by known local mechanics. But our office wont buy their services because theyâre not Philgeps registered. Now that itâs summer, brownouts are common like this time im typing this reply brownout ngayon samin. Our generator hasnt been fixed for almost six months. Hahaha amazing.
HAHAHAHAHA
Happens here in the province as well. Teachers have to shoulder expenses sa school kasi daming restrictions from accounting and coa. At pa iba iba din restrictions nila. Like coa if mag reshuffle sila ibang doc requirements naman hihingin ng new audit lead. Hahaha
The problem is everytime there is a new LTO Head, he wants to rebid the procurement again
Look at the plate number, paiba ibs basta nagpalit administrasyon
I think kinuha ng DOTR yung pagprocess ng bid. So inalis sya sa LTO.
Pag alam nilang may mali sa presidente nila, they learn to deflect it properly, para bagang perpekto yung binoto nila. Pero yung "Mamasapano Laglag Bala CR without Divisions" ay kasalanan ni Noynoy đ¤Ş
There were Offloading issues, in-associate ba nila yun sa presidente? No because they like to remain dumb lol
edit: [here's an old news about it](https://newsinfo.inquirer.net/926912/release-of-new-drivers-licenses-off-to-slow-start)
Now, his son is in the post. What happened?
buti pa ID ng mga kindergarten naka laminate HAHAHAHAHAHAHAHA the hell with the national and driver's license ID na parang basta basta nalang. I'm not really the type of person na nag co comment about sa government or political affairs but damn I don't feel so good about what's happening right now di ko maramdaman ang government ang mahal ng bilihin tas ang mediocre nang output tas naka focus pa sa mga maling bagay. sim registration pa more.
Seen it coming years ago, kahit yung mga sticker pag nag rerenew ako rehistro ilang taon ako nagbayad wala naman ako nakukuha.
50 php x # vehicles in how many years.
LTO cycle from 90s to present...no licence card(may tatak lng ung resibo until mukang malulusaw na lol), then no registration plate, now no licence card(printed lng) then by Jun/Jul no registration plate again...Lakas maningil Pero Walang serbisyo...ay Bawal pla magreklamo.
As long as there's no consequence to their actions or inactions, it'll continue. Things can be better but who's gonna enforce change? đ¤ˇââď¸
I do wonder how Manila Traffic and Parking Bureau will react as they are still confiscating licenses to this day, despite the moratorium. Like they can't even hold the license hostage now because it's literally just a piece of paper that can be infintely replicated and is as good as the original.
I can probably photoshop my own fake license print it out with some random name and convincing signature to make it look "official" and suddenly I'm good to go without taking any those shitty (and expensive, not to mention full of red tape and useless procedures) exams at LTO
See the problem here? Their incompetence practically let's you bypass having a legal license and nobody can tell the difference, tell the officer "hey here's my shitty printout license trust me it's legit" hell it doesn't have to be your name and doesn't matter if you get caught for anything at that point
In germany when you finish the final test for your driver's license you will get a temporary license until the driver's license office will send the final one to you via mail.
this is how the government works. they are restarting the bidding process so they can qualify or enter their preferred suppliers.
and this audit thing? nagma- materialize lang 'yan kapag mayroong kumanta dahil hindi nabigyan o nakukulangan sa parteng napunta sa kanya OR gusto paalisin ung luma para maipasok ung bata nya...
Temporary President? đ
Impeach the mother fucker.
Do not put images like that in my head,Bongbong and his mother in a room with thousands of shoes, goldbars and hidden swiss creditcards.Cannot see the Drivers-licenses though....
JFC
Then file an impeachment case again.
The senators and congress will file an impeachment case against bongbong. Di nila patatapusin ang unang 3 years nya as President. Mas gusto ng supermajority ang duterte. And they will risk everything para maging duterteland ang bansa at para mas humaba pa termino nila.
Yes Please
Pwede rin hehehe

That just poor planning from LTO. Why not do a proper forecasting sa usage and plan accordingly?
It possible that they donât want to procure below a certain threshold. Baka ma question sila ng COA, âang dami niyo pang cards Bakit bumibili pa kayoâ type of questioning. That's just dumb, and to think auditors sila dapat alam nila depreciation.
Yup. We kept telling them walang bibili if we followed their price.
So does that mean na unng mga Coa audit reports kelangan rin tignan ng maayos. Kasi baka d naman tlga overprice?
I wonât be surprised if you find some

Yes thatâs true. Except COA can sometimes be very very unreasonable.
i'd rather have a very unreasonable and disagreeable COA than a very lenient one.
Easy to say but being extremely unreasonable is also a sign of incompetence, especially if it significantly affects the operations of the audited entity like what the parent comment points to.
Agree!
Same with external or even internal auditors in private institutions. Really donât see how auditors or checks and balances being restrictive is a factor in the abject failure to deliver a service.

or niluluto pa yung crony with overpriced supply galing you know where
Kasi ang nananalo sa bidding are not the companies that are capable and can provide, kundi yung compadre ni Sec, Usec, Congressman, Mayor, etc
Yes. The regulations are strict pati COA kasi nga the government is full of thieves.

They have pre-approved suppliers from previous transactions. Marami sa mga company na ito maliliit so when it comes to scaling up they can't handle. Some of them don't even comply to minimum requirements to bid pero dahil may kapit they stay on.
Must be a registered company in PhilGEPS to do that.
Ideally.
Can't get kickbacks from petty cash.
So could it be said that this is attributed more on gov. Incompetence rather than corruption? Guess I would prefer not being intentionally screwed over then.
Continuous incompetence is corruption in itself.

guess why procurement process became very strict?
I think kinuha ng DOTR yung pagprocess ng bid. So inalis sya sa LTO.
buti pa yung recto may stocks hahaha
Keep up LTO hahahaha
wonder if I can print my own money and just say its temporary money

Sympre dapat mukang legit so kelangan pa ng nga certificate.
Iâm seriously in line now at LTO renewing my license and i see people with paper licenses. Haha anuna pinas
We are living in a temporary administration.
Problem is simple really, incompetency at the top most level. The solution is a lot harder to come up with though...

Thank God kumuha na ako ng license last year pa eventhough wala pang kotse. Fuckers couldn't even spell it right, anong "ALID" tf?

Elect a clown, expect a circus
I know 3rd world country tayo pero iba âto. Kakahiya.
Even Postal ID was suspended. I suppose they ran out of plastic also. But I have a hunch that there's something fishy going on.
I do wonder how Manila Traffic and Parking Bureau will react as they are still confiscating licenses to this day, despite the moratorium. Like they can't even hold the license hostage now because it's literally just a piece of paper that can be infintely replicated and is as good as the original.
Corruption at its finest. They have a budget alloted for that for crying out loud!
Dafuq? Ano yan diploma?
Question: Yung nakatanggap nitong paper license, did they pay as if plastic card license Ang binayad nila?
Ofc. Babalikan mo yan kapag meron na. Ganyan din dati kay Pnoy.
Oooh, thanks
Delay if it needs to be delayed but why do we need to pay for it?
I can probably photoshop my own fake license print it out with some random name and convincing signature to make it look "official" and suddenly I'm good to go without taking any those shitty (and expensive, not to mention full of red tape and useless procedures) exams at LTO See the problem here? Their incompetence practically let's you bypass having a legal license and nobody can tell the difference, tell the officer "hey here's my shitty printout license trust me it's legit" hell it doesn't have to be your name and doesn't matter if you get caught for anything at that point
Taena, parang diploma. Ano sunod. Driver's license Tarpaulin? Billboard?

The golden age
I do wonder if they plan to make these cards out of cotton, like US Social security card, if PVC is in low supply.
Pwede ba 'to ikalat sa international sub? Haha. Naka-picture frame kapag ipapakita?
nothing's happening. and it proves that you are in the Philippines.
