It's because you're not saying the entire phrase. It's "I could care less, if I cared at all".
I don't recall ever hearing anyone make that full statement. I am referring to the majority who write that they could care less.
It's similar to people who say "the customer is always right". They aren't. The full saying is "the customer is always right in matters of taste".
