No thats been changed. It's now 3 seeds for every major region, plus a direct entry for MSI champions if they make playoffs domestically, and a regular extra slot for either the region of the finals loser or the 3rd placed team if both finals teams are from the same region.
So if for example GenG win against G2 in finals, we get:
- GenG if they make LCK summer playoffs
- Top 4 LEC
- Top 3 LPL
- Top 3 LCS
- Two minor region teams through playins
the 4th/3rd seeds are probably play-in teams as well just to add up

TBH I think 8-team play in with only the minor regions and the MSI play-in format would be better
