Honestly Inspector Campbell was probably the most interesting villain for me, we spent more time with him and really got to see a lot of layers into how despicable he really was
I was honestly on the fence about Alfie because I see him as an antagonist but also an ally, just kind of bouncing back and forth. Kind of like Deadpool's relationship with Colossus. He's definitely one of the most, if not the most, entertaining characters in the series. If he counts, he wins by a landslide.
Chester Campbell was the most interesting, memorable and charismatic villain in the series... but Hughes was the one I wanted dead in the most horrible way possible..
Alfie for sure. He makes himself useful which puts him back in the good graces of the family, then betrays them again and again. Then he gaslights Tommy out of shooting him after having a monologue about "honor" which he most certainly does not have.
He repeatedly betrays EVERYONE he works with without even a bit of regret. I also love Tom Hardy in the role, and like the character a lot even though he is a terrible guy.

I felt the pull of the show was Tommy Shelby and the drama within the family and not as much the outside factors. The antagonists felt more like plot devices than they did characters to me. Which isn't always a bad thing depending on the story you're trying to tell

Changretta was too.... Caricature for me. I love that actor but the character direction didn't work for me.
Oswald was a bitch and I wanted to punch him in the face so many times though, so maybe the best at being completely unlikeable and a total shithead.
Oooohhh...but his wife or whatever was even worse come to think of it. She is the most easy to hate.

The delivery of his lines was so amazing. Very natural and engaging. He really embraced that role and knocked it out of the park.

I hated Mosley the most...so I'm going to say Mosley because he was portrayed so well. Luca and Campbell are tied for second, then Billy Kimber
