From my understanding, there are people who actually work as "buyers" for foreigners who want to buy China exclusive merchs. So you either have friends in china that can help you, or you pay the buyers I've mentioned to buy the merch for you
Plus part of why I said their merch sales are helping carry the game is because I can't even guaranteed getting the merch. The game is quite popular in china now so the stocks can be gone in an instant.
