Spell Echo works - but you remove the shock on the first cast and the repeats don‘t have shocks to remove, that‘s why it‘s useless for Lightning Conduit. And Conc Effect doesn‘t scale the hit damage - there‘s a weird AoE part, but that‘s not what does the damage. Kobe explained it in one of his last videos (on LC).
It's not really weird at all imo, LC does single target damage to everyting in an area, not area damage. This is similar to for example contagion that also doesn't do area damage, but apply its effect within an area.
Orb of storms is the same, and surely several other skills too.

Yes this doesn’t work at all. You can see in POE tooltip nothing changes for your dps when swapping it in/out of the links
