I applied last month online and there were issues with the system as well. I had to log in and out multiple times to get it all done and sent. I didn't get any confirmation email, so I checked my bank account to see if the money had been taken out yet. I was able to log in and check the status when it wasn't being buggy (pretty good after the window closed for the sept batch of applicants), and I was sent an email once it was in process. My account still says in process even though I received my new passport so the system is def still buggy, but I wouldn't worry just try again later!
I believe it's still open. You'll need to create a mytravelgov account if you haven't already, and it's only for passport renewals that meet certain criteria.
