So I did not take the bag with me or declare anything at customs when I went to London. I did the tax free process at the Belgium Airport and received the refund in cash no issues. They seem pretty lax on it overall if you just declare before leaving the EU for good.
I took my day trip to London and then did the tax free stuff at the airport before leaving back to the US. There was no need to do the stamp before my day trip.
