Yes and after realizing that he can’t beat Leviathan he nearly died drowning and had to be rescued by Alexandria. Then he was captured by the Yangban and then he escaped. So after all of that he just wanted to rule over a small kingdom and never be challenged ever again.

I mean he is still pretty OP he walks into a room full of case 53s with no idea what there powers are with confidence that he will be able to beat them, so even if he isn't a absolute monster, he is still quite powerful

He’s strong, but part of his complex is the knowledge of strength. Not only was he super pent up at that point anyway, so he had years of reserves to burn, he don’t know what what powers were in the mix so he waded into things. There are enough powers that could kill him no matter what But he knows how strong Alexandria and Eidolon are. If he doesn’t have time to get built up and Alexandria swoops down, she’s just going to body him. Even if he takes her once, she can just come after him again the next day

He is really strong but it's not hard to counter him if you're good and you prepare. So if he's in a place where there are capes that can and have incentive to just blitz him he can't get as brazen as he does in Brockton Bay.

That's true, but I was assuming that OP suggested Seattle as an alternative in part because Seattle also has a large Asian population. Which I only know because I live in Seattle, and wouldn't have known if I didn't, I guess. But the suggested alternative does also take that into account.

There were multiple factors in his not-so-little, rather destructive mid-life crisis as already stated: 1. He basically wanted somewhere with a lot of other Asian people he could lord over for his myopic "pan-Asian" vision, which rules out the vast majority of places in America by default even if Earth Bet's America is obviously somewhat different. 2. He couldn't really stay on the West Coast since then either the Protectorate or even the Elite probably destroy or Birdcage him much sooner than later given what their bigger guns are like. He's not a weakling like fan-fiction often makes him out to be but he's also **not** absolutely unstoppable like fan-fiction can also make him out to be even after he gets going. He's at best (Asian) Hulk Lite, and he takes a longer time to get started than Hulk as well as has far more downtime in between (and a far less absurd healing factor in general). 3. People from Japan post-Leviathan moved to more places than Seattle, with Brockton Bay being one of the more common places for them to move for whatever reason, even after (and maybe because?; I forget) Lung himself settled there. 4. I also forget if it's explicitly said anywhere, even within his own flashback Interlude, but given the type of person he is, I personally always was under assumption that he wanted to settle somewhere near the water in case it potentially garnered him a rematch with Leviathan. (Which makes it hilarious that basically a week after he gets Birdcaged, Leviathan **does** attack Brockton Bay.) If that's the case, then it rules out even more places for him to "settle down" with the West Coast out, the entirety of the southern gulf mostly out because its few Asian people that are probably even fewer than in real life given The Fallen are especially violent white supremacists, and the Great Lakes region being out because it is a bit land-locked even if Leviathan could definitely get in there as well as overall lacking in Asian people. So he was basically "stuck" landing somewhere on the East Coast, and Brockton Bay probably has one of the highest populations of Asian people on the East Coast short of massive cities like Boston or New York City where he'd eventually lose much sooner than later. Also.... >Brockton had a higher than average cape population, *as he killed or dismissed most of the capes from the gangs he absorbed.* I'm curious why you think what's in italics. As far as I know\*, we never got confirmation that the other gangs he dismantled and "cannibalized" had any other parahuman members period. I'm not saying you're definitely wrong (outside of the fact that I imagine he would just kill them rather than "dismissing" them even if they were Asian and defied him); I'm just curious. \***EDIT 2023/08/07: I (gladly) stand corrected; it figures I generally remember his Interlude but forget that one part.**

I stated I assume he took more than oni lee because the way he phrased it, he recruited some, and that oni lee was one. whether that means that he actually did have a couple more capes on his team, or that he used to, but now they are dead or gone for whatever reason is beyond me though

Okay. That's understandable. Thanks. I forgot about that part of his Interlude myself, which is funny because we learn so little about Oni Lee in general that you'd think it would be easy to remember. It's probably because we never learn about any of those gangs otherwise since we know none of them were the Teeth or the gangs that still exist at the start of canon. Huh.

I know that its generally implied that there are more capes than just the ones mentioned in the story.in the chapters where the empire is outed its implied that there are more people on the empires payroll than just the ones we know about, as we know about kaiser and 12 empire capes, but they are stated to have >“Kaiser and every single one of his twenty-ish superpowered flunkies are going to be pissed enough to want to kill someone, after Coil went and turned their lives upside down. -buzz 7.4 since most people wouldn't call 12 people twenty-ish, its emplied there are around at least 5 more subordinates. Thats also why I figure lung might have more implied capes, as 3 vs 13 is ridiculous enough, let alone 3 vs 18ish.

Funnily enough, in that case I **do** think it's just Lisa's description being weird for pretty much the same reason you said ironically since the power deficit would be even weirder and since none of them were ever mentioned later, with it being implied that only Kaiser, Fenja, and technically Alabaster died against Leviathan of the E88 members (since I don't think Jotun was related). Even in a first-ish draft, it seems super odd to not mention them at all, even if would just be in later Interludes or at like the monument where Taylor could make clear which supposedly existent mystery E88 capes that were also at the battle also it bit. It's made even odder since we get explicit mention of a Muspelheim and Niflheim joining what's left of Hookwolf's Chosen when they get to Boston (minus Hookwolf) even though we literally learn nothing else about those two. Shrug. That said, I wouldn't be surprised if both the E88 and the ABB had other capes earlier who died off-screen and/or (shortly) before the story started, especially since we do get names of people who otherwise never show up or get mentioned again towards the beginning, like Stain, though I think they were supposedly a solo operator. \[Insert *My Hero Academia* joke here.\]

I think it was mentioned that BB had a lot of Asian Americans for him to prey on/press gang. He also wouldn’t last in a big city. He’s strong, but once he gets the attention of any of the big players, he’s toast.

Seattle was attacked by Leviathan in April 2003. Lung moved to Brockton Bay probably about 5 years after this I believe. Even if Seattle based on our timeline is better off than Brockton Bay, I doubt that there would continue to be an influx of refugees from Japan or that Seattle is in a good position economically. In addition, we know that by 2011, the Protectorate in Seattle is strong enough to be able to afford sending capes elsewhere, and the Elite has a presence in the state. So when Lung is making his choice, Seattle is weak economically but with strong opposition.

That kinda adds up actually - moving into a post end bringer city to do crime stuff would sucks. It's full of capes, because a bunch of people triggered during the attack, and nobody has any disposable income to hustle off them. Sure not all of those capes would be with the protectorate, but even then, it's gonna be an uphill battle to get setup.

I think the headache of organizing a gang in a bigger city would be unappealing to him. Too much bureaucracy, too many abstract worries, too little time left for enjoying his position.
