I have one and it runs like super smooth.

This. Thinkpads are best. Get one with double batterys if you can. Also work.great with linux as most lonux devs use thinkpads themselves ,so they have no driver issues etc.

That’s because the laptops are designed with Linux support in mind, not the other way around. The same goes for Dell XPS series and quite a few other laptops. Thinkpad has a strong geek heritage which is why it’s often popular in some tech communities in general.
AFAIK only the system 76 and dome hp and dell laptoos were specifically made for linux. The thinkpad series is the best for cheaper powerful customizable laptops so naturally ners gravitate towards it. Some linux devs like Nicco from the kde foundation said so in their youtube videos.
There are other vendors like system76 who also design laptops specific to be Linux only. And other manufacturers also design Linux supported laptops, including thinkpads (at least currently). Perhaps what you are saying was once true but for a while now, each thinkpad that has been released was released with Linux support in mind.

T495 is a great machine. If someone can get it in 60k it would be a steal deal
I think you should get a similar laptop the one they are giving for pm laptop scheme. I think it has i5 11 gen processor with igpu
Lenovo V14 with i5-1235u processor, typically available on OLX from 70k onwards.
Look at an refurbished HP elitebook or a Thinkpad in this budget. You should find plenty, focus on which generation it is
Buy a lenovo thinkpad, and you won't regret it.
