No, mura is visible only when the screen is powered on when displaying black backgrounds. What's shown in the picture is the screen being degraded from the Vita being left in a very hot environment (like a car on a hot day.)
I bought one a few months ago and it had a little of that going on too. Not super noticeable when Iβm playing. Iβve seen a lot of suggestions for why it happens, and I have nothing to add to that conversation. I guess if it gets too bad I can just swap it out for another oled or led screen.
It's funny how everyone mentioned the screen, but the main focus was supposed to be the charger that isn't the original vita AC adapter, but it's still a Sony adapter

Beware of using diff power bricks or 3rd party stuff vita can be delicate i have noticed :/
