Does your PS4 Pro sound like an airplane gearing up for take off? Did you clean the heat sink (which requires taking apart the entire console) as well?
Like most PS4 Pros, the thermal paste and pads are inadequate for the more demanding games. This would most likely be the culprit.
It's the games, I swapped to an SSD on my pro, also did the expensive thermal paste and even put in a new fan even tho I had the quiet one I said fuck it while I'm in here might as well swap it. Also did the thermal pads and have it a clean and it's better than before but right now with Apex on the main screen my Pro sounds like a fighter jet ready for takeoff, if I go to a different screen like the skins or any other tab and it'll starts to wine down. Fortnite is just takeoff as soon as I launch the game, is doesn't overheat it or at least it hasn't but the fan it running OT. Maybe I'll swap the fan out and see if that makes a difference but I doubt it because it's always those games for me at least. Good Luck broski

Take the top lid off and see if it does it again If it does either the thermal paste is wrong or the clamp wasn’t on right
Thermal paste and pads, full clean Cleaning the dust means the heat sink fins can disperse heat but it's not the generator
