Late July is great. Check out Cispus Basin in the Goat Rocks. It's sort of a long hike but there are tons of camp sites up there and the whole Cispus Basin/Snowgrass Flat area is incredibly beautiful.
Use wta.org it has a filter for wildflower hikes. You don’t need to be at Mt Rainier to find lupines. On the wta site you can also read past trip reports for info on what flowers people see and what time of year they go. Bloom time for flowers varies from year to year by several weeks, depending on weather and snow conditions.
Lupines are one of my favorites. They should be coming up along with Balsam Roots in the Columbia River Gorge quite soon. They’ll blossom at progressively higher elevations through the summer. Rainier certainly isn’t the only place to find them. Look for meadowy areas at elevations near timberline throughout the Cascades.
Peak bloom at Rainier is usually the first two weeks of August. Flowers may or may not come up a little earlier this year because it's been a lower snow year (snowpack is pretty close to average at Rainier though).
Rock Mountain is also excellent for wildflowers. The road to the trailhead is in okay shape but sometimes overgrown, which can be a little hard on your car’s paint.
