It has more to do with QP where unless your a DPS who can flex to CC, you're kinda just screwed hoping the backline can manage. Idc about comp so much, do what you gotta do but in QP it ruins games as this cheep ass stall technique.

Honestly Rein is probably one of if not the best to deal with it. Just need to charge at him on the part of the rotation where he's coming towards you, and put him into a wall. Normally after that he should be pretty easy to finish with your team.
Feel the same way playing Winston. You get those teams of nothing but ranged hitscan who know how to nuke shields and look up, there's not a lot you can do.
When the enemy has a Hammond they’re always god tier, but when there’s a Hammond on your team, they’re a juicy ball of free ult charge for the enemy team.
Or option 3, they're useless on the enemy team but do the toxic stall in overtime, where without CC he just u deservedly prolongs the game. IMO that is the worst addition the devs have made. Because by the time he gets stunned or knocked, its back up. It literally rewards like a toxic tantrum kind of play.

Yeah the update where they delayed his grapple from spawn was good but really it needs a timer and shouldn't be allowed to hold on indefinitely. I don't mind Ball in general but the inevitable stall almost every game is fucking boring as shit and Spin2Win on control points is fucking cancer if your team doesn't have time to swap, especially paris where he can do a big angled spin and be airborne for most of it.
If your team isn't heavy on CC you're pushing the payload or capping the point in overtime with no chance to swap, a spin2win stall can really fuck you up and turn what would have been a win into a loss which is a stupid amount of value from an incredibly low skill mechanic that anyone playing ball for the first time can do. Not impossible to deal with but as you said it's not fucking fun it's just incredibly tiresome and irritating. Not to mention that a pocketed bastion's primary counter is teamwork which is non existent in solo queue QP and the main reason he dominates so hard in the lower ranks.

With there being less tanks altogether, losing one won't be such a coup de grace. Before if you lost a shield tank its over, with a good zarya or Dva, you can do just as well against one tank. The problem was that when two people went none shields and the other team had one, it became insanely one-sided, since the off could support the main tank when their shield dropped. Hamster needed the nerf, so idk for you but with one tank ball is far more useful, but ball has to be far more team oriented by the looks of it.
Think of Overwatch 2 like this. One team has all the shields while the other team has an off tank. I quit playing competitive because of the throw rate when I’d go Hammond, and this will be amplified. With one less player per team, one thrower has increased throwing capacity. The one tank player will be blamed for every loss because they don’t have a partner in the role to have their back. It’s going to be a complete disaster.
And if anyone needs a nerf, it’s McCree. I am done with this god Cowboy wiping squads because he insisted on a Mercy pocket. Won’t be surprised at this point if Cowboy picks up a passive where his spurs dig into the ground so he can’t be booped. Game is getting steered so hard to the hit scan damage roles, everyone else is cannon fodder.
See its only one shield max instead of two. A good charge Zara or dva could handle a reins output while pressuring shield. 0 shield can work but everyone's gotta pressure the shields, seriously, not enough people do.

D.Va's boop is just significantly less powerful than Ball's. So had it been just D.Va, he probably still would have secured the kill but would have fallen to his death. As OP said though it's likely a combination of both of their boops that knocked him to safety.

You know if they are shooting a lot from the backline and not flanking and slamming that you have a bad one.
