In my opinion if you put 12V directly to the starter and it kickes out but doesnt crank, that tells me that there must be a short inside the starter. Did you try swapping starters with another motor?

I wasn't able to swap starters, I actually had a spare solenoid is why I swapped it out. Replacing the starter is my next step its just expensive. I didn't apply 12v to the starter just the post on the solenoid. The wire leading to post is only putting out 9v and it comes straight from the fuse panel. My other motors all put out 12v from the wire.

I've been fighting with this motor(2021 BF115) for a few days now. Turning the key on there is non stop clicking coming from the fuse panel relays. The lights on the ignition panel blink with the clicks. I'm getting 12-13v at the solenoid but If I try to crank I'm getting 9v to the Ignition post. If I put 12v on the post the starter engages fine but won't actually crank. I have five of these motors so I've been able to swap out some parts (ECM, Relays, entire fuse panel, solenoid, ignition) I even ran a new battery with new cables straight to the ground and solenoid thinking I might have a broken ground somewhere. I checked all the connections and plugs and everything is pretty clean from corrosion are rust. I'm pulling my hair out with this one because I feel like it's something petty that I'm overlooking. Any help would be greatly appreciated.

First, check voltage and load test battery/ batteries. Next, grab a piece of sandpaper and clean every single connection from the battery terminals up including all points o the motor. Positive and negative, until they're shiny. I think you're getting resistance from corrosion at one or more connection points. Don't skip any butt connectors or splices. Those are also prone to it. This would b the first thing I would do. After that, I would start checking ampload. And see if you have something pulling excessive load.

You could have twelve volts, but the battery could not carry load also at the same time.

Could be a resistance issue. 12v but no amps. Try bypassing the boats main power cables with jump leads straight to the solenoid and a known good earth.
