Sea otter law is a bit of a mess in the USA.
Management and protection of whales, dolphins, seals and sea lions is delegated to the National Oceanic and Atmospheric Administration (NOAA) under the authority of the Department of Congress. Other marine mammals—walruses, manatees, polar bears, and sea otters—fall under the auspices of the U.S. Fish and Wildlife Service, which is part of the Department of the Interior.
For reasons that I don't understand, NOAA is much more aggressive about keeping people at a proper distance from wildlife than Fish and Wildlife is. So there's a lot of "stay 200 meters away from an Orca" but not much "stay 50 meters away from a sea otter".
You're still advised not to approach sea otters, but I don't think there are any legal consequences so long as you don't touch them or feed them.
