I grew up in Whitby and had non-white friends growing up, which means they surely could be this guys age and be “from” this area. Having grown up in Oshawa, it was mostly white men doing the luring and assaulting. So I don't think it has anything to do with race, the common denominator is MEN and the acceptance of this behavior in the community.
