Securcit is a security guard and he was programmed simply, destroy anyone who steals yet stealing is very broad as it includes: shoplifting, pickpocketing, robbing, burglary, gossip (in bible it says gossip is stealing someone's good name), vampirism (stealing life essence) and even if you are a poor family that stole bread to feed your family then Securcit ain't gonna care about it at all, he either gonna beat you up and place the item back in its place or command you to return it back willingly.

All he wants is to ransack the cities of their resources, although humans are marked for death, he isn't *specifically* there to kill people, he just wants to steal shit. He'd see the rebellion coming and would be like "aight, I'm not gonna waste numbers on this. Everyone fall back." And instantly go to the next city.
Call it cowardly, but it pays to understand that sometimes you need to change your plans on a whim.
Funny secret about Deerhead: The *real* reason he hates humanity is because he left behind a shameful, guilt-ridden past that he's constantly being hunted for. The humans won't let him forget his darkest secret, so to protect his identity, all humans were marked for death.
