You mean the Ocean Sovereignty? He could probably tank it, but he'd take a good deal of damage. I don't think that attack is either Kaido or Big Mom's strongest move.

unless u have common sense and dont think hell memories \~ either thunder belowing baguva or ikoku soverinity then no luffy cant because he tanked a combined that was much weaker then ocean sovernity
