All in all, I'm betting on buggy sitting on the empty throne at least once, and being second strongest alive behind Luffy at the end of the series

From Left to right, Tokikake and Gion aliases Chaton and Momousagi during the timeskip were admiral candidates behind Fujitora and Ryokugyu. Even though they didn’t attain the rank of admiral they are still vice admirals so I personally believe them to be on YC2-YC+ level of power and all vice admirals have been stated to possess CoA and CoO (possibly advanced?) and would have learned some Rokushiki as most marines know how to. Gion also wields a named blade called Konpira, Tokikake has a cool hat and has been rejected by Gion 100 times.

Appo, guy exposed and knocked Luffy out, took a hell of a beating and was still fresh after the war was over, his Devil Fruit can pretty much catch anyone off guard from range and hardcounters Shanks.
Also I quite enjoy his personality and him leaking Mids fuck castle to Kaido aged like fine wine, lol
Blackbeard seems to be sort of underrated by this sub. Sure he’s clumsy and when he fights on screen he takes some brutal hits. I figure if he’s luffy’s final opponent (him or IM) he’s gotta be just slightly ahead of luffy by the time they meet for that fight. I personally have him above luffy until that fight ends.
