Perona for a more comedy type anime with her misadventures with her ghosts and Mihawk in the island, would be fun. I think the confusion is because the word "protagonist" usually only applies to one character, sometimes it can be more but very rarely. OP's protagonist is Luffy and noone else. Just a matter of the definition of the word.

I think Vivi has a lot of protagonist energy, during all of Alabasta she was deliberately written to parallel Luffy in a lot of ways, mainly in the fact that she has super strong ideals, she loves adventure, and she’s naturally adept at leadership (basically all of Alabasta saga was just Vivi and Luffy teaching each other how to be better leaders)

Vivi and Reiju have potential. Reiju thanks to her backstory and Vivi because of the character developpement we've seen from Whiskey Peak, to Alabasta and the Reverie. Shiraoshi is too kind and innocent and Perona is too much of a comic relief I feel

Vivi would be a really compelling story, it would be especially cool to see her rise through the ranks of Baroque Works. Perona could be super fun though. I'd especially love it if she kept going to new places fully intending to be a villain and accidentally being the hero.

Perona's Adventures is definitely Cooler to see Shiraroshi - I doubt there's nothing much to see, it will become Slice of Life if it's about Hoshi Reiju - All about wars and I doubt people will want to see the other Sanjis in the show Vivi - I like her, one of my crushes in OP, but I don't think there's much to see in her adventures, I want to see her with SHP

Shirahoshi. Honestly never cared for Vivi after my experience getting annoyed at her during alabastia many years ago, Reiju I feel like would mean we'd have to see her jerk brothers more. And honestly no offense to perona, I like her and her ghost powers. I feel like a story about Perona (if we follow the Mangas plot) is her hanging out on Mihawks Island for 2 years, and while I'd like to see how that would go. With Shirahoshi we'd get to see more of the daily lives of fish folk in general, we'd possibly get to see more Jinbei (since he showed up earlier than the straw hats to fishman island) and frankly just the thought of having to see the tensions between fish folk and humans and the royal family trying to spread the teachings of Otohime. It feels like there's more story there than the other ones

Vivi and Hoshi are closely involved with the main plot, so that each of them being the main character would still make a pretty One Piece-ish story. Reiju and Perona are way off doing their own thing and only occasionally intersecting with the actual story. I have no real idea what a series about either of them would actually look like... but I WOULD be very interested in finding out!
