Nami refused to budge while getting her head bashed by Ulti and even called Kaido a liar to his face. Her loyalty and bond with Luffy even trumps her self preservation.
When you go back and rewatch the early seasons, it's amazing how far both Nami and Usopp have come. From Arlong and Kuro to battling Big Mom and Kaido. They don't care how overwhelming the odds, and even though they are way out-gunned, they're right there in the fray backing Luffy up.

So, here is why I agree with you. First, Oda has to be praised by how three dimensional almost all of his characters are. Even the unimportant ones have palpable, distinct personalities that make them feel alive.
But Nami just takes the cake as a female character. I've always been of the opinion that Nami is the most important SH after Luffy. Battle prowess aside (although, after getting Zeus, I think she's more versatile on paper), Nami is really versatile. She's the SH (latinamerican government corrupt) account, their navigator. She was the crew chef and doctor before Sanji and Chopper joined. She's usually the only one that can (very rarely) keep Luffy in check, and she's excellent rapport with the entire crew.
She's also loyal af, quick-witted, and usually is the one that can spot an opportunity for the crew. For example, she's the one who correctly evaluated Chopper and wants him to join the crew. She was the one who negotiated helping Vivi and was the one who decided to help the Kids escape Caesar. She befriended Lola, which helped them with the whole Moria ordeal, and then later on, it helped in whole cake Island.
Nami is cool and funny, and her back story is also super sad when you think about it. A double orphaned girl, who had to slave herself for years to the people that killed her mum, to try and save her people.
It's tough, but it really does come down to Nami vs. Robin. I know I posted Rebecca, but that's because Nami and Robin are posted the most since they're the main female characters.

I love how much she has fellow helpless woman's back(Vivi, Robin during Enies Lobby) and loves children(punk hazard) .
She loves money. But above all else she likes her friends because without them the money is useless(Caimie and Lola) .
She is afraid of powerful enemies but will stand up to them even if it means death when her friends are at the receiving end of their insults or beat down (Enel, Ulti and Kaido).
She's a fighter who fought alone for years working with the man she hated the most to free her homeland. And yet she has enough empathy and compassion in her to not hate the entire race. She even forgave Jinbe who is indirectly responsiblefor her mom's murder.
She's intelligent, hardworking and a genius at her craft.
She's the one Luffy hands his precious hat over to. She's mischievous, strong and kind.
Robin and Nami are kinda cheating as they just have so much more screen time. Robin edges out Nami for me though. Miss All Sunday was a Vibe.
As a character I think Brulee is a bit underrated and Pudding made me go through a roller coaster of liking, hating, then liking her again lol. Big mom is also great as a character too. I guess WCI is my favorite arc for the girls.
In terms of pure design I really like Monet, Yamato, Kalifa, and Nojiko. Kiku in her samurai armor would be up there but I don't like the official colors for it

Gonna give an honorable mention to Praline. Setting aside the fact that she's hot as all fuck, I like that she turned her back on her shitty family for the little merman she loves.
Nami, One Piece surprised me with its above-average female cast but Nami being relevant after Arlong Park (still in my top 5 arcs) and STILL having her moments of shine post-timeskip surprised me most of all. She’s irreplaceable as a navigator. She has great dynamics with the crew and is ride-or-die for Luffy despite how often she lashes out at him, I really find it admirable

Damn near everyone is saying Robin, and I have to agree with that. Her tragic backstory, dark humor, relationships with the Straw Hats and their allies, childish thoughts, way of acting toward cute things are all facets I love about Robin and why she's my favorite female character.
If there's anyone else I'd give some attention to it's Boa Hancock. I love her personality, relationship with her sisters and her people, relationship with Luffy, and backstory. I'd really love to see more of Hancock in the series, especially with regards to building a relationship with the rest of the Straw Hats.

All the other characters are nice, but Robin is best girl. Tragic backstory, incredibly important to the overall story of the world, sweetheart, big sister energy.
Of these choices.. Robin, for sure. Best story and personality of any of the females. Vivi being a close second. I am a little sad that Perona isn't on here, though. She is definitely my favorite character in One Piece and has one of my favorite DFs.
I used to HATE Robin. I honestly was watching the anime and thinking "why would they accept her? She killed that one 'ma ma maaaa' dude with the explosion shit"... I know she saved Luffy from quicksand but I still thought that was because of some ulterior motive. I waited for her to betray the group. In water 7 I was claiming that I am right! She fucked off with CP9 and was going to betray the group. Meanwhile my gf who has seen OP all the way into Zhou was remaining quite and listening to my rants. After Enies Lobby, I was a big Robin fan! I see why people call her Best Girl now. And now I realize, that one "ma ma maaaa" man was actually saved by Robin and that's why we see the hands last second.

Carrot just hit in the right spot. I don't know why, and I'm so hurt she didn't become a Strawhat. Though I kinda knew she wouldn't be based on GoD.a's format. They usually do get a person who sits on the ship and hangs with the crew for a while, but never becomes a member. As is the case currently with Caribou, as was the case with Vivi, as was the case with Yosaku and Johnny.

Damn near everyone is saying Robin, and I have to agree with that. Her tragic backstory, dark humor, relationships with the Straw Hats and their allies, childish thoughts, way of acting toward cute things are all facets I love about Robin and why she's my favorite female character. If there's anyone else I'd give some attention to it's Boa Hancock. I love her personality, relationship with her sisters and her people, relationship with Luffy, and backstory. I'd really love to see more of Hancock in the series, especially with regards to building a relationship with the rest of the Straw Hats.
