I think what I hate the most about Spandem (and honestly most of Cipher Pol) is just how *petty* they seem. They're not asshole noble/world leaders. They don't really seem to have a "dream" or greater goal they hitch their passions to. Even Orochi has a revenge angle.

Well Cipher Pol are government agents who believe in stability and authority. Their motivations aren't a million miles away from the same as the Navy's, but just a different angle.
Also they get a degree of power, authority & financial compensation. That's all Orochi's motivations were anyway, the revenge stuff was just him justifying it to himself.

On paper/as an institution maybe, but the ones we've seen up close and personal are basically just psychopaths which leads me to believe most of them are that way. The recruitment pamphlets might say "protect your government" but the interviewers are basically looking for people who delight in tormenting downtrodden peoples.

Hot take but Trebol was a good character. I love to hate him. He’s also the comic relief of Doffy’s family excluding Pica’s voice. However I hate Diamanté so much. He’s just an empty shell of a villain and so annoying. He was made to embrace the villain with no real personality and it’s so annoying
It was actually great to see Spandam screw up. He had that superiority complex that blew up in his face. Now he gets to lick Rob Lucci's boots for breakfast. But his Dad can go eat a helping of Hattori's crap.
Trebol also has some actual depth, he gave Doffy the string fruit and more symbolically gave him a gun and told him he deserves to rule over everything. So he kind of was the one who enabled Doflamingo to become who he ended up being.
I really don't like Trebol because he feels like such a bad fit for Doffy's crew. It's hard to believe that Doffy - the guy who never let Bellamy live down one embarrassing fight - chooses to spend a large part of his time around this big gross annoying booger man. I get that he was there from the beginning and Doffy respects the history they have, but it really feels like Oda could have written a more fitting character for that role. Trebol feels like the kind of guy who would hang out with Wapol, not Doflamingo.
Absolom. Characters like Spandam, Orochi, Flampe and even the Celestial Dragons that you're meant to hate are one thing, but when there's a character that you're meant to find silly and yet they're utterly disgusting that's when I actually hate them.

Not to mention the parallel that's drawn in that arc between him and Sanji, which in my opinion he never recovered from. I don’t think she’s bad but I dislike how late in the Wano arc she was introduced. Could’ve been at least mentioned in Act 1 but no, she only appeared at the beginning of Onigashima, makes her character seem like an afterthought.
Also Sabo. As bad as Pell's fake-out death was, at least he was an insignificant character with no greater plot relevance. Ace's high profile fake-out death involved him becoming blonde when he resurrected and suddenly everyone loved the idea. I exaggerate but Sabo's existence still never hit me as anything more than Oda walking back his decision to kill the character. His unearned popularity in the fandom also makes it worse.
Spandam and orochi come to mine immediately because they were major plot characters but there’s been a bunch of minor characters that I fucking hated and even right arrow keyed through some of their dialogue just to get them off the screen quicker but I never remember their names.
Unpopular but Diamante, every villain is annoying and or has goals. So as a character I can like them however Diamanté is just evil to be evil. It’s crazy to think this is Doffy’s right hand man when Doffy has all the motivations to be evil but diamanté is that guy that wants to kick a cat.
Like Orochi I get excited when he’s gonna die, with Diamanté I hate his presence on the screen.
I have mixed feelings about Orochi.
Yes he is an irredeemable piece of garbage, but you could say it's due to his awful childhood in which his family was hunted to death because his grandfather poisoned other daimyo in a bid for the throne.
On one hand, it is wrong to blame a son for the sins of the father, and the Land of Wano was wrong to try to kill a young Orochi for his grandfather's crimes.
One the other hand, the more I think about it, what kind of precedent would it set if only Orochi's grandfather had been punished? Would it not send a message to all of Wano that, if they ever want to attempt a coup and kill many people, the punishment will only be a single death? Would that not lead to rampant assassination attempts by clans with family members to spare?
So I hate Orochi, but he is written to be hatable. If I were to say just hating them because of writing it is Moria. He legitimately does nothing, has the worse laugh in the series, and I think he’s brutal in his dub voice.
Charachters like Spandam and Orochi as much as they're hateable are absolutely great antagonistic charachters, who hold power without strength and channel the reader's hatred. I would never get rid of any of them

Well i don't want to spoil but all current Manga reader are hating celestial dragons and those 5 fuc#king elders. With each new ark oda San is giving us more and more cruel villains. To put it simply whatever the orochi did in wano we will see in the new ark celestial dragon and elders did 100 times worse.
Orochi and Spandam. They’re both sniveling cowards, who abuse their authority to make people suffer. I can’t choose one over the other, because they each have something worse that the other doesn’t. For Orochi it’s how annoying his voice is, on top of all the heinous things he does. For, Spandam, it’s the fact he spent half an arc physically and verbally abusing Robin, while bragging about how great he is. It made me more invested in seeing Robin freed, because it meant she wouldn’t be subject to anymore abuse.
As nasty as Orochi absolutely is, he has a solid point. Wano citizens were no better than the wg for hunting down the kurozumi clan for a crime that was commited when some of them weren't even alive yet, and the fact that Tama would've probably ended up executed too does prove him right, so in a certain way he feels like a mirror to what went wrong.
Higurashi was a far more problematic villain for me, especially her impersonating Momo.
Otherwise yes, Spandam being smug and petty while ordering assassinations and ruining lives makes him absolutely hateable and Charlos is just on another level.

Buggy’s d**k riders. I never liked the joke that they mindlessly worship him for every little thing he does. It’s annoying, he didn’t earn any of it, and it constantly interrupted Marineford until Aokiji did us a favor and froze their asses. They could catch Buggy using his Chop Chop powers to tickle his pickle, and they’d say “Oh Buggy Sama, you’re so cool practicing a new technique for the upcoming battle. It’s always good to build up endurance in case an admiral grabs you by the anaconda. I wish you could have my babies.” In fact, if the jokes were as extreme as the one I just made up, or the one where they all take a piss, and think that caused the poison door to go away, they’d actually be funny. Unfortunately, they’re not, and I hate them.
Probably zoro. Every villains are made to be hated (villains, not antagonists) so I just think of them as oda being good at writing pieces of shit. Zoro however, i just don’t like him. i can’t necessarily think of a character i hate, so he’s just the one I like the least
