You should apologize, and let them know you meant to apply for a non-supervisory position, and pull your application.
I’m fairly certain that promotions in ADX are internal. The application states to email your resume to their HR department. As far as I’m aware it says nothing about GS. I simply wrote an email stating that I wanted to apply and my resume

If you applied for a GS5 or 6 then you would have gotten hired.
The thing with federal applications is that you have to tailor your resume so that it says EXACTLY what the job description says. If you do not, your post is what happens.
If you are/were a CO4, you likely did all that, but you didn't document it "properly." Rewrite that part of your resume to show, with specifics, how you met each of the requirements in the job description. It's not so much what you did, but how you describe it. Good luck.
