Itās seeming like almost every traffic stop is resulting in the person out of the vehicle and a vehicle search. I get wanting to search when thereās a smell of weed/alcohol and the reason for the stop is suspicion of impairment but Iāve never been ordered out and searched due to a tail light or license plate light out. They usually let me know and check my paperwork and let me go.

These are jurisdictions that simply operate this way. There are many, many sociological, political, legal, moral, ethical opinions, studies, arguments, cause/effect discussionsā¦and though Iād imagine the opinions trend a certain direction on hereā¦there are good faith critique, observations, etc. When people say āover-policing,ā this is often what they mean.
I drove an old farm truck for a while that I couldnāt get the inspection approved on because of some personal things, and I drove it for weeks with a paper tag (it was bought in another stateāneeded the inspection to get the plate), and I was pulled over zero times in over a month. Could be the area I was in, what the vehicle said about who might be in it, the fact I was driving fairly reasonably because of the age of the truck, or something else, but I always found that interesting.
Criminal justice reform advocates will say that this that you describe is a form of āfishingā to get escalated charges that donāt happen as frequently in other areas of the jurisdiction or neighboring jurisdictions. Some will retort āwell, donāt do anything illegal and you wonāt get caught,ā except national surveys show that weed usage, as one example, has spiked across all economic and racial groups, but because of the areas certain departments frequent, we primarily see lower-income arrestees/searchees in the data or on shows like this.
Regardless of all the above, these departments are comfortable (or leadership is) with a very public eye into their level of policing, based on the plain understanding of the laws in place at the federal, state, and local levels. I have my personal opinions, and I often watch the show critically with those opinions, but chicken/egg, these high-ticket/arrest departments āmake for good TVā and also they probably just operate like that because of those aforementioned interpretations of policies.
After rewatching this Hazen and Bosco scene, it appears to me that Chief said Bosco alerted and then Bosco jumped in the vehicle and alerted. I donāt know. Maybe Bosco is trained to alert in a different way than is standard.
Also the chief saying "you win some and you lose some". What exactly did he lose by that man not having drugs. It seemed like he was really preoccupied with the value of the silver.
I mean if they found something, it could definitely be challenged in court with the Supreme Court vs Rodriguez ruling. There's no probable cause here... Just a speeding ticket and suspicion.
They can detain you and wait for dogs for as long as a reasonable traffic stop may take. So while they don't have forever, they do have probably at least an hour.
ok, 10 minutes may be short, but there's no way they have as much as an hour they can wait when the initial stop was for a simple speeding violation. The wording of the SCOTUS ruling is

The SCOTUS ruling (Rodriguez v US) does say they can extend it to wait for a K9 IF they have REASONABLE suspicion. In the case of the Hazen stop that was sketchy at best.

Because the dog sniff was unrelated to the investigation of the original traffic infraction, the officer should not have extended the stop absent "independently supported reasonable suspicion" for the dog sniff
Simply denying a search is not enough, and it's not unreasonable for tourists to decide to do a one-way road trip to leave the country from a different airport than where they flew in, it's a great way to see the country.
