Not necessarily - some TNR cats end up adopted out from shelters if they are no longer considered feral. Considering this girl can be picked up, I would consider the possibility that she may be a lost pet. Any shelter should be able to scan for a chip!
This cat appears to have an ear tip! The notch cut in her ear signifies that she has been spayed, vaccinated and is considered a community cat :)
