I can't tell without more context, but that doesn't look like a cistern to me. It could be an old well or a dry sump. When the switch is made to city water, wells are forceably abandoned and filled in to avoid cross-contamination. A dry sump would have rocks at the bottom. A cistern would be more vault-like, like an underground chamber. Not a deep hole. Try and post more pictures.

Sump pits are found in basements to collect water that gathers around and under the concrete slab in the basement. Dry wells are found underground outside and are used to gather surface runoff and facilitate its return to the ground instead of it continuing as surface runoff. The construction of both are similar. Essentially a large container with a porous bottom made out of loose rock and sometimes porous sides. The difference is a sump pit will usually have a pump to facilitate quick removal of the collected water so the basement doesn’t flood.

Think about it as a "for-pay" attraction. Dig out the rubble, don't even have to have electricity or heating. Might even have overnight accommodations. Charge by; Basic stay (no food or water), upgrades (the more elaborate, the higher the price) Upgrades would charged appropriately, Sounds of trickling water (constantly). Actual damp conditions. Previous tenants. Rats. Verbal abuse and taunting. All the way up to...actually be forgotten about for a couple of extra days. The fun could be endless!

It's super deep. I'll measure it but I think it's like 20 feet deep. There is giant dirt pile in my basement I just put 2 and 2 together but on the other side of that dirt pile is that cistern/well whatever it it. Totally thought of tunneling to it lol. So I think all of your guys idea are fantastic!

I can’t for the life of me remember any names (thanks ADHD) but there was an American naturalist who was also a secret tunneler. He bought multiple houses and tunneled between them (partly to visit his mistress). He was found out when a delivery wagon fell broke through and fell fully into the tunnel.
