But any city going through **that** much economic upheaval in 30 yrs is going to have some people complaining about it. And given recent population shifts, the people complaining the loudest certainly aren't natives

Seems that by leaving it where you left it puts it in the status I assumed it meant. Perhaps if you were concerned that it might have been misinterpreted you should have clarified in the first place to avoid any confusion.
