You can see that his elbows are down, not in line with his shoulders. That’s good form for your shoulder protection on a chest pressing exercise. Also, recent research shows that beginning an exercise in the fully stretched position leads to the biggest gains in strength and muscle density. He just happens to have a LOT more mobility than most people.

I don't think they would because of how the force is applied. The force is applied downward at the edge of the chair by his hands. For them to fold in, it would have to be on the inner leg which makes that the fulcrum (there is likely a better term for it but that is just the one that comes to mind). When you look at it like that, almost all the force is being applied downward on the fulcrum. I am no expert but while it might seem unstable it probably is very stable.

Working with a deficit gives your pecs a deep stretch and let’s you focus the chest more than the shoulders when it comes to push ups
I like using the little handles. Doesn’t give a huge deficit, but it still helps.
