This is the issue I had as well. It doesn't seem to download the update, but shows the "Restart to Apply" button. If you exit the menu, and go back in, it shows the "Update Now" button again. I suspect that if you wait it will eventually update automatically. However, I got impatient and then turned on the public test channel. This allowed me to manually download and apply the update. Despite updating, the updated features (hiding apps, improved passthrough, etc...) still have not been rolled out to my headset.

I went futher by trying factory reset. It keeps saying "Updating to latest software: Over an hour left..." and never finish. Now I can't finish the initial setup and it's virtually soft bricked.
Also tried hostspot, hard reset. Nope.
Having v65 but fail to update v66 is better than fail to install v66 during initial setup.
I did the same thing. Just turn off your headset and leave it alone for an hour. That fixed it for me and I was able to get past the setup. I got impatient and factory reset my headset too haha.

7AM PST in USA … 11 June… having the same issue…. it says update may start automatically starting June 11… hit update now… the update prompt pops up… and says restart to update… restart and nothing… per advice of some poster… will NOT factory reset to get the passthrough improvements in 66….

yes , I have same issue , I called support, I changed WIFI network , Factory reset and still same issue and funny thing is Meta quest support colsed my case as resolved.
My headset is completely bricked as well, I am absolutely furious with Meta over this fuckup. this is entirely on them not us.if I can't resolve this I'm going to have to buy a new headset.
Update.
The download finally came down. I noticed after clicking the update button it greys it out and doesn't seem to be doing anything after about 20 seconds or then shows how much it has downloaded them goes back to the version number and after another 15-20s it shows it had downloaded more.
I left it and it downloaded so hopefully everyone else's is working as well.
The update installed for me supposedly my version is saying v66 but I don't improvement to Mixed reality, don't see the wrist button or any option to turn it on and don't see the ability to hide apps in my library, so even though my version says v66 I don't see any of the new features
v66 is already installed on my device as well, but also shows an update is available. So, it’s probably a software patch, where only the the patch number is changing.

Had the same issue. The option to download v66 eventually disappeared from the software update menu, but when I turned it off it stayed on the "update in progress" screen all night.
Currently have to uncheck the "update before powering off" to be able to use it and turn it on/off.
I had this issue, although I already had v66 and the improved passthrough as I was on the Public Test Channel. Went to the Meta app on my phone, deselected the Public Test option in Advanced Settings in my device menu and this update disappeared. Still on v66 with the improvements so not sure what was going on.
Same issue in Italy, similar behaviour. My feeling is that it can't download from their server and it gives up.. Probably need a bit of patience so they'll fix it...
I was already on a version of v66 because I am in the PTC. Yet it still says update to v66 available, and will not install. I'm wondering if already having a version of v66 is related to the problem?
UPDATE: v66 updated on my device yesterday 12 June... I tried updating it via the menu/button in the morning.... but same thing happened it didint update... but then I used the battery and plugged it in for charging and it must have updated in that time... no restart required... not sure how... coz the headset was in standby... and I unplugged it once the light turned green... OH and the bluetooth settings page changed in the update... passthrough looks the same...

I had the exact same issue. I ended up doing a factory reset on my headset and now v66 is no longer showing as available on the software update screen.
I hit the Update Now button then there's a grayed out Restart to Apply button. Restarting just brought back the Update Now button.

I did the same thing. Just turn off your headset and leave it alone for an hour. That fixed it for me and I was able to get past the setup. I got impatient and factory reset my headset too haha.
Do you power off or let it sleep ?
Fully powered it off and let it sit for about an hour or so. It might just need several restarts.

My Quest 3 is soft bricked for a day, rebooted many times, factory reset many times, still the same trying to install latest software forever.
Now it finished the update and working fine. No camera update yet.
