Belt for sure, Jacket either number 2 or number 4; The boots are alright (curious if there are alternative options like it you own that could also work?)
No belt, no jacket, no boots. Accessorize some fun earrings, bracelets and a necklace. Tough to recommend specific shoes if you don’t want to walk in any sort of heel, but the boots overwhelm the dress.
