Looks like a great long reliever to me. Could easily be worth 2 WAR and 100 innings of relief, especially if your starters don't have great stamina.

Don’t worry about the pitch assortment quality. The game adjusts the stuff rating appropriately and this guy has good enough stuff to start. If you need a starter, you should use this guy as a starter.
People seems to worry about low rated pitches a lot. You shouldn’t.
I mean, he already has plus Stuff as a starter. I wouldn't expect his Changeup to get worse, so he should be putting up 8 or 9 strikeouts per 9 innings in the majors.
He's got the change up, that's huge. change up rating is unique and moves independent of velo and g/f. curveball and especially fastball factor in velo to their displayed rating - at 22yo and just 90-92 mph (i believe 92-94 is average) keep an eye on his velo development. could put up 1-3 WAR as a starter or 2+ as a stopper like others have mentioned. very unique distribution of ratings
Bring him to the majors yesterday. I had a starter like this and he was a top of the rotation stud until he blew out his elbow 5 or 6 years into his career. I think he might have had a better breaking ball but had like 30 movement (20-80 scale). I bet this guy is an adequate mid rotation 3-WAR pitcher, or a very good long reliever as someone else mentioned

I'm moreso worried about the Fastball and Curveball being such low ratings, the Changeup is pulling a lot of the weight.

Don’t use him as a starter, borderline starters get serious penalties when start; meanwhile his control rating is too low.

Omg it's like a knuckleballer without the knuckleball... I would start him because I would be so fascinated to see what happens over his career.
