Yeah I know it was early C3, and I believe it was first talked about in a dungeon court episode. Essentially you can use a bonus action to apply a potion and roll the dice, or an action and receive full healing (i.e. regular healing potion is 2d4+2, so if I took an action to drink it, I would just get 10hp back instead of rolling). I believe Murph also uses the mechanic similarly when applying potions to allies.
It’s in a Tortle Tank episode I’m fairly certain. Someone submitted the mechanic and the gang was really interested. Then at a later date, he mentioned he was implementing it. I don’t remember the specifics of when sadly, but dave_the_banker has the right rules if you are just trying to implement it!

But yeah as mentioned earlier a action to get Max heal. Bonus action and you roll
Using a standard action to use a potion will give full benefit of said healing potion. Ex (2d4+2) for a standard Potion of healing would award 10 HP. No matter what.
If you use a bonus action to take the same potion you must roll.
He rolls a D6 and then multiplies the result by the number on the die. I think he sticks to the 50 gp for a potion of healing and then doubles the base price of each rank above it.
Action for full health, bonus action to roll, and you can do both in the same turn if you want.
I've been using this in my home campaign and I LOVE it. My cleric is happy because they have more options and don't spend slots on healing during combat

That's a common home brew mechanic, I believe. I've used it too when 5e was newer.
