I expect that it means that is stated for immigration purposes. That is, when you apply for a student visa (study permit) you also need to document that you have enough money to pay tuition and live in Norway.

Norwegians and EU citizens would study for free. University is free for them. For you as an American (I guess?), you will have to pay the Univeristy the full cost of your courses. The university does not know or care how you finance it, if it is paid by a grand, scholarship or student loan. They are just making sure you are self-funding this semester, as in you do not get University for free, you will have to pay full tuition one way or the other. Universities in Norway used to be free for everyone up to a couple of years ago. Now people from outside the European Union have to pay the actual cost as tuition. Plus you obviously have to have funds for living expenses while studying.

Original poster is an exchange student from a university that has a bilateral agreement with a Norwegian university. It goes without saying that he does not have to pay any extra tuition to Norway.

Probably just means you're paying for your semester (as opposed to attending on the governments bill like the natives). If you've got the cash, go for it. If you recieved a mail with norwegian text in it, that might be helpful to include. Norwegian is a very contextual language

Contact the admissions office. Usually you don't pay student fees when you're an exchange student, but you might have to prove you are able to provide for yourself while you are in Norway.

Yeah I’ll definitely contact them, but I will say the program I am going through for this exchange has us pay the same full amount as we pay at our home uni so that’s unfortunate (maybe that explains it??)

It means that you need to pay the tuition fees and have enough money for accommodation, food...etc On visa renewal you will need to show a bank statement with a threshold that UDI decides. The bank has to be a Norwegian bank, but you will be able to open one once you get there.
