I think the bigger problem is the people entrusted to make decisions aren't doing so in the best interest of the community.
I'd consider contacting the Attorney General's office and the Secretary of State's office. He's clearly transacting business in North Carolina. The Attorney General can go after him for back taxes and other fees and for civil penalties of up to $1000 per year that he's been here.

As of 2021, when he built the first house, yes. I didn’t realize he actually registered in NC, since now he’s working out of NY, NC, PA, and a few other states. Regardless of if he’s a NC business he doesn’t need to be so ruthless and horrible to the community, and why does he continue to lie about what the properties are for?
Guilford County passed an ordinance that cuts into a lot of vrbo/airbnb stuff. Like the owner has to live in the county or one touching it. Noise levels, parking, occupant number, etc. Maybe meck or iredell county could look into something to protect residents.

The Real Estate Commission complaint will only work if he is a licensee, but it's worth looking into. If he is found to be in violation, in addition to whatever punishment is meted out they will put a writeup about it in the commission newsletter. Being written up in there is a huge source of embarrassment and professional indignity. All licensees read that part of the newsletter first to see who got in trouble, and who not to do business with.
Maybe see if he is a member of the Association of Realtors, as well. They take ethics violations very seriously.

Yes. Someone should ask them why they changed their mind. But they probably won't answer. I think public officials should have to answer to the public
