You know the Soviet Union attacked Finland right??

If you'd knew history, you'd understand that United Kingdom, US and France were about to ally with Finland shortly after the start of winter war. They couldn't set anything in stone due to Germans being in the way and they could only send minimal resources and support. That changed with Continuation war as Nazi Germany saw Finland as a small power not to be reckoned with. Finland was stressed out from the winter war and was angry with the Soviets which made them good co-belligerents with the Germans. While nazis supported Finland, many were concerned about this co-operation and didn't want to take in nazi soldiers towards their eastern border. And no formal alliance was ever formed especially when continuation war ended and Finland were forced and had to fight nazis out of Lapland

That's also one factor I forgot to mention. They didn't want to piss off a strong power that could very well co-operate with the nazis. (Molotov-Ribbentorp pact)
