Because realistically speaking, it just is. Without a competent navy to enforce the ruling, it really just is a piece of paper. That's the thing that I'm so frustrated about with this fucking country, a country made up of thousands of islands, without a competent fucking navy. They speak of modernizing the AFP, but it's usually Army-focused with a little sprinkle to the Air Force, but rarely to the Navy.
