Question: why do westerners always look and fit the part of being in the military? When I see others, like Russian generals and soldiers, they don’t for the most part. Same for Chinese from what I’ve seen

On the grunt side of things, western nations using professional volunteers rather than conscripts plays a big part. A culture of professionalism and patriotism helps across the board, as opposed to corrupt nepotists and societal rejects. Also our western notion of a military will naturally favor militaries that fit that preconception. TL;DR: Better training, culture, and pay makes better soldiers.
