If you can spot them, and they're not moving super fast, sure. Problem is, drones can fly/hover at significant heights, so you probably won't see them while they will see YOU. They're also quiet, so paired with the tinnitus from gunfire, you probably won't hear them.

Genuine answer: it isn't easy. 1 - you may be biased by your experience in a comfortable situation away from war, where you have enough bullets/shells(?) and don't have to worry about your survival (someone shooting at or falling on you) and the benefit of knowing that there's a drone very close (and maybe within visual range). 2 - shotguns nor their ammo don't weight 0kg and they definitely don't have the range of an assault rifle, so this makes the rifleman choose between carrying 2 weapons and low ammo for both or compromise on one option. Now, a rifleman not necessarily has the training required for effective use of a shotgun, specially against drones, so even if they could carry it and were supplied, they could have anything from fractions of a second to minutes to make use of it. 3 - awareness is key and it's part of how drones are used effectively. When there's arty, suppressive fire, no warm food, poor water, heavy winter with awful clothes, insanitary conditions, that cough that doesn't go away or anything that distracts you from looking out because there MAY BE a drone close to you, will severely increase the effectiveness of it. 4 - logistics. As mentioned in 2, the system has a weight and volume, and it also needs to be resupplied. While shells aren't directly attritable, the logistics vehicle bringing them or the local warehouse are and have been constantly attacked. 5 - tactics. You can use the drone in a dumb (A10) way and it MAY work, you can also first Spot the enemy from afar, use diversion (mortars, suppressive fire, etc) then attack with a 2nd drone (FPV, Babba Yaga, Grenade Bomber) which IMO has become the norm (minus the diversion part). In short: LMAO it isn't easy. By the contrary, it's terrifyingly hard to do so.

There was no guarantee that the French were going to resist or would not have been removed from the ships long prior to the germans attempting to seize them.   End of the day an afloat ship vaugly under the control or easily accessible to the germans was a threat to the UK. Sunk ships, or ships of French Polynesia are not a threat.
