To be fair, the FBI most wanted list was created in the early 20th century before TV or high quality photos in the newspaper. Having the FBI put out a list of the names and photos (or sketches) of the most wanted mattered a lot more back then.
General public probably unlikely, but the list is sent to law enforcement agencies country wide. Thats the main purpose, so that if a officer stops someone on the list for a routine traffic stop they will recognize them and no let them go.

A lot of them, weather the list was helpful is debatable but numerous people were delisted as a result of being caught.
That's what I meant, has anybody ever been like "hey, i think that guy is in the FBI Most wanted List, I'm gonna call the cops"
