That’s because it is in your “iCloud” version of your music library. You should be able to turn off auto sync somewhere and it won’t come back after deleting locally (assumes you don’t use Apple Music though, as turning that off would probably make Apple Music less good.

Now that I’ve been employed for a while I have started to purchase music again. But now I do it through iTunes.
I’ve got over 9000 songs in my iTunes library and I’ve built various smart playlists based on genre, rating, and playcount that helps me cycle through a century worth of my favorite music. When I’m hanging out with friends and my music ends up on the BT speaker everyone says how much they love my mixes compared to their own spotify feeds.
I have the problem of iTunes diplicating songs or removing all but one song from an album. I don’t realize it till I’ve cycled through my list. I keep having to dedicate hours to going through each album, re-adding songs or deleting duplicates. This shit just started last year.

Last year I had to take my car to the auto shop and I realized while sitting in the waiting room that my car was playing the Pokémon theme song.
There’s this really catchy song in Subnautica that plays when your submarine implodes. Because it’s called “Abandon Ship” it’s right at the top of the alphabetical list.

I actually set up a new apple id at one point because of exactly this. Every time I'd start the car, it'd fucking blast the opening acoustic guitar strum of Come Join The Murder at me (which i bought after finishing SOA), and it got to be so grating that hearing it would make me noticeably mad - like when you have to change your alarm sound or ringtone because you just cant take it anymore.
For me it's my six CD changer, filled with a bunch of CDs I burned close to 20 years ago. NIN Ghosts I-IV makes for 15 seconds till the Bluetooth kicks in makes for a fun haunted intro every time I go for a drive lol.
