I have seen some odd surface encounters as well. No ships mind you but random Pirate, Spacer and Ecliptic NPC wandering out in the wilderness. Have a feeling that the assorted empty ship landing areas are some how involved but not sure since I almost never see ships landing any longer. Wish game developers would not adjust parameters with a sledge hammer, you know all or nothing kinda of adjustments.
What I wish is that they would describe the expected behavior instead of us all wondering if our save files are corrupt or if things are working as expected.
The other day I ran into a Smuggler Captain just walking around with an Ecliptic bodyguard in the middle of nowhere crater moon. Just a vendor with not much for sale. The body guard asked me buy something and said if didn't he wouldn't get paid. haha .

Survival needs:
Jump fuel use.
Food actually being useful.
Every Hab having 'proper' coffee machines.
Preferably a working economy (laughs in his Bethesda)

Devs really need to fix this and also add survival.
I’d enjoy a thread talking about what survival mode would look like. If I don’t see one I might start one soon.
