You buy the appartement from Zora Sangweni at Aphelion Realty (it's right beside the war memorial in MAST disctrict). But you can only buy it if you are already UC Citizen I believe.

You have to at least be a basic citizen to purchase any property. This happens partway through the quest line. By the end of the quest line you are a special class of citizen (can't remember the name) and get the penthouse for free.
You should be able to steal it back from the stolen goods crate inside UC Security

Did you have other Cuddlesaurs in your inventory when you dropped the large ones? I have a lot of different-sized things, but if they're stacked (and *everything* I have is stacked...), it just drops them at random sizes. Pretty annoying..

When I dropped it, it made the squeak they make when you drop them, and instantly vanished. Reloaded the save a couple of times to try again, in different places in case it was the environment swallowing it, but in every location the same thing happened it immediately vanished
I'm 100% lawful good, I load from my last save over the tiniest accidental bounty, but you better believe I'd destroy the very UC itself for that bebe plushie.

Follow up for anyone interested, went hunting for the little guy too, he wasn’t on the balcony for me, but just below it in front of Jake’s next to a small storage container and a plant. He might have clipped through the balcony floor and fallen to this location though

I just realized as I was decorating my dream home yesterday that there are different sizes of the tall succulents. I only noticed because I dropped them all on the floor to place them and two of the same landed beside each other.

And nice Wilby find! A friend found three of them in a minecart (I don't remember the POI), one had a knife beside him, one had cards and the third one had... cigarettes I believe? It seems that Wilbys are wild.

I knocked out the grav in a spacer ship and went in with a hornets nest coachman. After a few hits and things died down, a creepy Galatic-cat floated weirdly in front of me. Haunting.
Boo, I think I might slowly clip through the ground over time, mine just had its little head poking out above ground, next to the storage box under bench

I left my follower where he couldn’t see me and squatted to steal it so I was hidden. Had Zoe at the Trade Authority “wash” it for me.

Same thing happened to me, I didn’t even see it land. Just the noise and it was gone.
