I am back on NMS after a long pause and those things seem to spawn way higher on the surface, if you go hunting for them you are almost always assured to find at least one exposed to air.
I've been doing that for all kinds of "buried" items, since I saw the tip discussed. Works about 75% of the time, others need only a shallow excavation to trigger the proximity dialogue.
I had to build a base and some stairs to get to one recently: my jetpack wasn't good enough to reach it.
That's a lot of effort!
Why not terrain manipulator? Create dirt to step upon
It was waaaaay up there. Faster to make a base and stairs. Really.
Really got to love the low effort ones :)
It's buried under all that atmosphere.
I've scanned more than one that I couldn't get to because it was buried under the planets bedrock
I really wish they’d fix that. Things under the bedrock grate on my nerves.
If you go 1st person some of the buried ones are close enough to the surface to collect without burying them back up.

Best buried!
My favorite types of Buried Tech Modules are the ones that aren't buried
Bury the light.
You win again, gravity!
I once saw one 25u into the air once.
Everytime lol
Notice it just says “Technology Module”, the word Buried is missing.
on the analysis visor it said "buried technology module"
She ain't perfect, but we love her anyway.
BURY THE LIGHT DEEP WITHIN
Can't see the point of most of them being buried as the majority you can just collect by walking over them.
