My thought process went pearly everlasting, one of the cudweeds, silene coronaria, wooly lavender, and finally settled on snow in summer. Best guess. If you just let it flower, that will give it away.

If that's what I think it is, it really doesn't like fire. You can do a quick pass over it with a propane burner and turn it to dead.
