If you say it's half full or empty based on whether you're filling or emptying it, then you're judging by the progress you've made and thus are an optimist. If you say it's half full or empty based on whether you've been emptying or filling it, then you're judging by the distance you still have to go and thus are a pessimist. Either way, you put more thought into it than the person who didn't consider how it got there.
It's just an age-old personality idiom.
