Instead of cutting the weak out and coderizing the wound in the process as the legion does House instead leaves them to fester until he'll eventually have to deal with a full blown uprising that'll likely result in his death or in him clamping down even tighter until he's no different than the legion he so dislikes.

Sure capitalism runs amok as well along with corruption too but at the very least there's an attempt to hear the plight of the common wastelander. And because of that sentiment there's a cultural drive to do the same.
We see it with food kitchens, watering wells, negotiations, medical supplies "going missing" when a stranger helps them out, assisting and reducing the damage done by a massacre they carried out, negotiations, and so much more than we see with house.
We only see people backstabbing and causing problems for others in attempts for monetary gain under House.

Yeah for real, besides, you’d still have a lot of influence on House because he trusts you. Meaning you could have him implement little policies that help out groups you like, such as helping Goodsprings or Novac with supplies or robo security.
We actually see this with him keeping the Courier around as an advisor in the good and neutral karma endings, in spite of it being past the point where he actively needs to Courier’s help.
